Transfer of pension rights acquired in the Czech Republic to the European Union pension scheme

In accordance with Article 77 of the Staff Regulations (Council Regulation (EEC) No 259/68), a European Union official within the meaning of this Regulation is entitled to an old-age pension after being a member of the EU pension scheme for at least 10 years or, irrespective of the length of time in the scheme, upon reaching the age of 66. 

Starting from 1 January 2014, the retirement age is reviewed every 5 years on the basis of a report submitted by the Commission to the European Parliament and the Council. In particular, the report examines the trend in the retirement age for civil servants in the Member States and the trend in the average life expectancy for officials of the institutions. Where appropriate, the Commission will submit a proposal to change the retirement age in line with the conclusions of that report, paying particular attention to developments in the Member States).

Pension rights acquired in the Czech pension insurance system can be transferred to the European Union pension scheme.

You are an insurance policyholder who has become an official or other employee of the European Union or its institutions and, prior to taking up this employment, you ceased gainful employment in the Czech Republic for which you acquired periods of insurance under Czech law, which you wish to have transferred to the European Union pension scheme.

European Union officials have the right to transfer pension rights acquired in the Czech Republic to the European Union pension scheme before joining an EU institution, provided that they have not been granted an old-age or invalidity pension under the Czech pension insurance system.

A European Union official as defined by the Staff Regulations of Officials and the Conditions of Employment of Other Servants of the European Economic Community is entitled to an old-age pension upon having been a member of the European Union pension scheme for at least 10 years or, irrespective of the length of time in the scheme, upon reaching the age of 66.

However, acquired pension rights can also be transferred in the opposite direction, i.e. from the Czech pension insurance system to the European Union pension scheme (for more information on this subject, see the service ‘Transfer of pension rights acquired in the Czech Republic to the European Union pension scheme’.

Pension rights acquired in the Czech Republic and transferred to the European Union pension scheme effectively means the financial amount determined as an actuarial equivalent, depending on the insurance period completed and the basis of assessment. If you were a member of a pension savings scheme, this amount is increased by your pension savings.

To use this service, you must file a written request on a standardised form. You must enter the personal number assigned to you by the institution and your birth registration number in the application form.

Step 1

You must submit your application to have your pension rights acquired in the Czech Republic transferred to the EU pension scheme in person to the EU institution that employs you.

Step 2

The competent European Union institution will draw up the other necessary documents so that the amount corresponding to the time you held insurance in the Czech Republic is credited to the account of the European Union institution upon the termination of your gainful employment in the Czech Republic. The EU institution will then send these documents to the Czech Social Security Administration.

Step 3

On the basis of the application and the documents provided by the EU institution, the Czech Social Security Administration will calculate the amount to be transferred and transfer it to the account of the relevant EU institution. After verifying that the correct amount has been credited to the relevant account, you will be informed of the transfer of the pension equivalent amount corresponding to the pension rights acquired in the Czech pension system and the resulting amount.

Step 4

Once your pension rights acquired in the Czech Republic have been successfully transferred to the European Union pension scheme, your period of gainful employment in the Czech Republic prior to becoming an employee of an EU institution will be treated as your insurance period in that EU institution.

Should an EU official who has acquired pension insurance periods under Czech legislation decide not to take the opportunity to apply for the transfer of pension rights from the Czech Republic to the European Union, or vice versa, the Czech Social Security Administration will also take into account the time that official was in the pension scheme for European Union officials when assessing that person's entitlement to a partial pension from the Czech Republic. In the event that the condition laid down in the Czech legislation for entitlement to a Czech pension is met only by taking into account the aforementioned period of participation in the scheme for European Union officials, the Czech Social Security Administration will calculate the (partial) pension in the same way as if it were a period of employment in another EU Member State (the pension will be calculated by taking into account the period in question for the purposes of acquiring the required insurance period, but the amount will be based solely on the Czech basis of assessment; the period of employment with a European Union institution will be based on the average daily indexed earnings, as is the case for the implementation of the coordination regulations in the case of insurance periods in different European Union Member States).

Kolik budete platit

A fee is levied for applications sent by post, in accordance with the relevant prices charged by the Czech Post or the postal institution abroad. There is no charge for applications filed in person.
