Registration allows for a simplified procedure for trade in biological samples from specimens of endangered species of plants and animals protected by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), as you can use the pre-filled CITES permits you receive upon registration to export and import biological samples across the external borders of the European Union. You do not need to apply for a CITES permit for each individual import or export.
It is used e.g. for biological samples such as blood smears, blood in a tube up to 5 ml, secretions (saliva, venom, milk) up to 5 ml, small quantities of fixed tissues for histological and electron-microscopic examination, swabs for microbiological examination, small quantities of hair, fur, skin, feathers, scales, etc. for genetic and forensic tests, DNA analysis, detection of parasites and pathogens, etc. tests, cell lines and in vitro tissue cultures.
Registration for simplified procedures for trade in biological samples is carried out by the Ministry of the Environment upon application.

You must submit an applicationtoregister for simplified procedures for trade in biological samples.
The application for registration must include:
- completed Application forms (in the type of permit you must tick the box Other and specify that it is a registration for simplified procedures for trade in biological samples) and Record Cards - see Document Application Forms (Annexes 1 and 2);
- a list of the species of biological specimens that are the subject of the application;
- a written justification that the proposed trade in biological samples will have no or only a minor impact on the conservation of the species concerned;
- an estimate of the expected need for partially completed permits and certificates.

Applications for a certificate of personal ownership (with all supporting documents) can be submitted in person at the filing office of the Ministry of the Environment or sent by post to:

Applications are dealt with in an administrative procedure and a decision is issued within 30 days from initiation of the procedure. (The procedure shall be initiated on the date of receipt of the application.)

Možnosti odvolání
An appeal against the decision on registration/non-registration for simplified procedures for trade in biological samples may be lodged within 15 days of its delivery in accordance with § 152 of Act No 500/2004 Coll., Administrative Procedure Code, to the Minister of the Environment via the Ministry at:

An exception is when the addressee has waived the right to file an appeal.
