Licences for caviar processors and packers

Main information

Only legally imported sturgeon caviar (Acipenseriformes), which is packaged and labelled in the prescribed manner and which has been legally imported or produced in the European Union, may be traded in the European Union. Only processing and packing or repackingplants licensed by the executive authority in a Member State shall be authorised to process and pack or repack caviar for export, re-export or trade within the European Union in accordance with Article 66(7) of Commission Regulation (EC) No 865/2006.

In Czechia, the Ministry of the Environment is the competent executive authority for licensing caviar processors and packers.

If you are a processor or packer of caviar, you must apply for this licence from the Ministry of the Environment. You will be granted a licence if you meet the conditions under Regulation (EC) No 338/97, Regulation (EC) No 865/2006 and § 16b of Act No 100/2004 Coll.

Once licensed, you will be authorised to process and pack or repack caviar for export, re-export or trade within the European Union.

What you need if you are using this service

The application for a licence must be submitted on the form set out in Annex 2 to Decree No 210/2010 Coll., which is available for download on the website of the Ministry of the Environment.

In addition to the requirements of Article 66(7) of Regulation (EC) No 865/2006, the application pursuant to §16b of Act No 100/2004 Coll. must include:

  • information on how the caviar is intended to be obtained, processed and stored,
  • the justification for the application under the Endangered Species Trade Regulation,
  • a detailed description of the caviar packaging methods used by the caviar packer, a description and samples of the disposable labels used or proposed for the primary caviar containers and
  • the applicant's written agreement that the Ministry will provide information about the licensed caviar packer to the European Commission and the Secretariat of the Convention to the extent required by the Endangered Species Trade Regulations.

You must also enclose with your application proof of payment of the administrative fee paid in accordance with item 61(1)(b) of the ‘Tariff’ to Act No 634/2004 Coll., on Administrative Fees.

Where and how to solve this service

Fill in the application form and send it together with all attachments either:

  • through the data mailbox (data mailbox ID: 9gsaax4)
  • or by email to the Ministry of the Environment (email: posta@mzp.gov.cz). The email application must be signed electronically.

Applications are dealt with in an administrative procedure and a decision is issued within 30 days from initiation of the procedure. (The procedure shall be initiated on the date of receipt of the application.)

How much will you pay

You must pay a fee of CZK 10 000 for the application for a licence

This fee is in accordance with item 61(1)(b) of the ‘Tariff’ to Act No 634/2004 Coll., on Administrative Fees.

The Ministry of the Environment accepts only applications accompanied by a receipt for payment of this fee.

You can demonstrate proof of payment of the fee by: 

  • a copy of the proof of payment by bank transfer or
  • a postal order stub showing proof of payment by post.

For both forms of payment, please use the account of the Ministry of the Environment No:

When paying, please fill in the variable symbol 631 and indicate your name on postal or bank order.

Applications for CITES permits (with all supporting documents) can be submitted in person at the filing office of the Ministry of the Environment or sent by post to:

Appeal options

An appeal against the decision to issue/not to issue a licence may be lodged within 15 days of its delivery, in accordance with § 152 of Act No 500/2004 Coll., Administrative Code, to the Minister of the Environment via the Ministry at:

 An exception is when the addressee has waived the right to file an appeal.
