Licence for manufacturers of rings for captive-born and captive-bred birds

Tags (rings) are used to mark specimens under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). In practice, these tags are used to mark specimens of captive-born and captive-bred birds that are subject to registration under Act No 100/2004 Coll., or for which a certificate of exemption from the prohibition of commercial activities under Article 8(3) of Council Regulation (EC) 338/97 is requested .

Manufacturers and distributors of these marks (rings) can only produce and distribute them in Czechia on the basis of a licence granted by the Ministry of the Environment.

If you are a manufacturer and distributor of these tags, you must apply to the Ministry of the Environment for this licence. You will be granted a licence if you meet the conditions set out in Chapter XVI of Commission Regulation (EC) No 865/2006) and 23(c) of Act No 100/2004 Coll., on Trade in Endangered Species, as amended. 

Once the licence is granted, you will be entitled to produce and distribute tags for the unmistakable marking of CITES specimens in accordance with § 23(d) of Act No 100/2004 Coll.

What you need if you are using this service

According to §23(d) of Act No 100/2004 Coll., the application for a licence for a manufacturer or distributor of rings and other tags for marking specimens must include:

  • samples of the rings or other tags you intend to produce or distribute
  • written information on rings or other tags
  • your agreement that the Ministry of the Environment may publish information about the applicant as a licensed manufacturer or distributor after the licence has been granted.

How much will you pay

You must pay a fee of CZK 1 000for the application for a licence.

The fee is in accordance with item 61(1)(c) of the ‘Tariff’ to Act No 634/2004 Coll., on Administrative Fees.

The Ministry of the Environment accepts only applications accompanied by a receipt for payment of this fee.

You can demonstrate proof of payment of the fee by: 

  • a copy of the proof of payment by bank transfer
  • a postal order stub showing proof of payment by post

Additional information

What is the benefit of this service

If you receive a licence, you can distribute the tags (rings) to owners and holders of CITES specimens that are to be compulsorily tagged.

Appeal options

Youmay lodge an appeal against the decision to grant/not grant a licence within 15 days of its delivery in accordance with § 152 of Act No 500/2004 Coll., Administrative Code.

Submit your appeal to the Minister of the Environment via the Ministry of the Environment (Department of Species Protection and Implementation of International Obligations, Vršovická 65, 100 10 Prague 10).  

Except if you have waived your right to appeal.
