The issuance of certificates takes place based on an initial inspection carried out by the control organisation you selected:

After the initial inspection and registration for organic farming, a certificate will be issued as soon as possible by your control organisation.

Even if, for example, an organic farmer is going through the 2-year transitional period and therefore has no products they could label as ORGANIC, they will still be issued with a certificate.
