Certificate of a travelling-exhibition for multiple transfers of live specimens of animals outside the European Union (CITES multiple transfers of specimens)

Main information

Travelling-exhibition certificates allow multiple travels across the external borders of the European Union to third countries with live specimens of animals according to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and related EU law on trade in endangered species; the certificates are mainly intended for circus animals, travelling menageries, etc.

A certificate of a travelling-exhibition can be issued by the Ministry of the Environment upon request.

You are a natural or legal personwho intends to travel regularly across the external borders of the European Union to third countries with your live animal specimens

When to use this service

If you intend to travel regularly across the external borders of the European Union to third countries with your live animal specimens, e.g. for the purpose of performing in a circus, exhibiting animals in a travelling menagerie, etc., you can arrange a travelling-exhibition certificate in advance instead of a one-off CITES import/export permit on application to the Ministry of the Environment. You can also use the travelling-exhibition certificate if you intend to commercially exhibit specimens of species listed in Annex A to Regulation No 338/97 when travelling within the European Union.

Applications for a travelling-exhibition certificate (with all supporting documents) can be submitted in person at the filing office of the Ministry of the Environment or sent by post to:

The filing office is located at the same address.

Applications are dealt with in an administrative procedure and a decision is issued within 30 days from initiation of the procedure. (The procedure shall be initiated on the date of receipt of the application.)

How much will you pay

You must pay a fee of CZK 1 000 to for the application for a travelling-exhibition certificate if you apply for a certificate for 1 to 10 CITES specimens.

If you apply for a travelling-exhibition certificate for more than 10 CITES specimens, you must pay a fee of CZK 2 000.

These fees are levied in accordance with item 61(1)(f) and (g) of the ‘Tariff’ to Act No 634/2004 Coll., on Administrative Fees.

The Ministry of the Environment accepts only applications accompanied by a receipt for payment of this fee.

You can demonstrate proof of payment of the fee by: 

  • a copy of the proof of payment by bank transfer
  • a postal order stub showing proof of payment by post

When paying the fee, please fill in the variable symbol 631 and indicate your name on the postal or bank order.

Additional information

What is the benefit of this service

You can use one certificate repeatedly and multiple times when travelling with specimens instead of the standard export and import permits, which are one-off. The certificate is valid for a maximum of 3 years from the date of issue. You can also use them as proof of the legal origin of the specimen and, within the European Union, as a certificate of exemption from the prohibitions under Article 8(1) of Regulation No 338/97 for the exclusive purpose of commercial public display of specimens of species listed in Annex A to that Regulation.

Appeal options

An appeal against the decision to issue/not to issue a travelling-exhibition certificate may be lodged within 15 days of its delivery, in accordance with § 152 of Act No 500/2004 Coll., the Administrative Code, to the Minister of the Environment via the Ministry at:

 An exception is when the addressee has waived the right to file an appeal.
