State social assistance benefit

The State social assistance benefit, also called the super-benefit, is a new social benefit applicable from 1 October 2025, replacing four existing benefits: housing allowance, child allowance, subsistence allowance and housing supplement.
Description of the service

This is a new benefit, the State social assistance benefit is intended to cover the basic living needs of the person (members of the household) at a level providing for their basic living needs, housing costs and proper upbringing of dependent children. The benefit credits families for their work activity.  

The income and property situation of the individual and members of the household shall be assessed.

Livelihood file

It helps the household to cover the basic necessities of life, if the decisive income of the household does not exceed 1.43 times the amount of the subsistence minimum. The amount of the subsistence component depends on the so-called amount for the living needs of the household member. The amount for living necessities may be further increased if the state of health of the person requires, according to the recommendation of the competent specialist, an increased cost of dietary meals. To do this, it is necessary to provide a certified form.

It may also be increased in a situation where a person performs a public service, provided that it is performed for at least 30 hours in the preceding month. 

Housing component

It helps the household to cover housing costs, provided that at least one member of the household has a legal title to live in the apartment or other living space (rental contract, ownership certificate, accommodation contract, etc.) in which he/she lives and the housing costs exceed a certain part of the household's decisive income (0.30 times), and this part is not higher than the decisive housing costs.

Subject to compliance with the conditions laid down by law, it is possible to provide a component for housing in an apartment, but also in other areas for housing (residential social services, accommodation facilities, buildings for individual or family recreation, other than living space).

Bonus per child

It belongs to a household with dependent children when receiving up to 4 times the amount of the subsistence minimum and helps with the reimbursement of costs related to the care of dependent children. The condition is regular school attendance and work activity of all members of the household.

The work bonus

It rewards members of the household for their work activity, which they try to raise their standard of living. In this way, it motivates household members to work and increase their income through their own work. 

The individual components of the benefit can help you in different areas depending on your situation and the fulfilment of the conditions of entitlement. The basic condition for the entitlement of the whole family (all members of the household) is a property test and, in relation to individual members of the household, work activity (employment of at least 30 hours per month, self-employment or registration of job seekers, or temporary incapacity for work).

Vulnerable persons are not required to engage in work :

  • a person over 68 years of age,
  • a beneficiary of an old-age pension,
  • a person with a disability in second or third degree,
  • a person receiving maternity or sick pay in connection with childbirth;
  • a parent caring for a child under 4 years of age or a single parent caring for a child under 7 years of age (only one parent can be considered a vulnerable person in a single household on this basis);
  • a person personally caring for a child under the age of 10 who is dependent on the assistance of another person in grade I or a person personally caring for a person who is dependent on the assistance of another person in grade II or above, provided that the person has been identified in the application for the care allowance or has been declared to the competent authority as providing assistance after the care allowance has been granted;
  • a recipient of care allowance in grade II or above;
  • a dependent child,
  • the surviving spouse or partner, for a period of 12 calendar months from the month following the month in which his or her spouse or partner died.

Other conditions of entitlement (income test and others) affect the amount of the individual components and the total amount of the state social assistance benefit.

Entitlement to the benefit shall not commence earlier than the month in which the application for benefit is submitted. It cannot be requested retroactively.

Only one member of the household applies for a benefit.

The benefit shall be paid primarily into the bank account of the beneficiary or of his spouse or partner if the beneficiary has the right to dispose of the spouse’s or partner’s account. 

The period for completing the form may vary from case to case and depends on the facts relevant to the assessment of entitlement to the benefit, such as the number of members of the household.

At what maximum time will the service be completed?

This is a new dose. In the transitional period until 31. 15. 2025, the deadline is extended to 90 days for the evaluation of the application.

What is the usual discharge period?

The time limit for processing may vary from case to case. However, the Labour Office is instructed to evaluate these applications as soon as possible.

It concerns you if

You are a qualified person to submit an application and you meet the legal conditions of entitlement, which are a property test and, in relation to individual members of the household, work activity (working for at least 30 hours per month, self-employment or registration of job seekers, or temporary incapacity for work).

Work activity is not required for vulnerable persons:

  • a person over the age of 68,
  • a beneficiary of an old-age pension,
  • person iinvalid in the second or third degree,
  • a person receiving maternity or sick pay in connection with childbirth;

What is the Service Benefit

It is a benefit aid aimed at addressing the income poverty of Czech households, which, at the same time, in the form of internal incentives, motivates the client to address his or her unfavourable income situation and to get out of dependence on benefits on his or her own.

When to deal with the service

If you have difficulty earning financial income during the month.

  • The benefit shall be due in the calendar month in which the conditions for entitlement are met, even if the conditions are met for at least part of that month.
  • The benefit shall be paid monthly in the calendar month immediately following the month for which it was due.
  • The benefit cannot be claimed retroactively.

What you need if you deal with the service in person or by post

The benefit can only be claimed electronically via the Jenda client zone or assisted at ÚP branches.

When submitting an application, you must have with you:

  • proof of identity,
  • a document proving a legal relationship with the apartment,
  • signed consents of adult household members,
  • a statement of assets or ownership of another building for housing, a passenger car and funds in the account,
  • receipts and costs for the 3 months preceding the date of submission of the application, including reimbursement.
