Pupils with moderate and severe mental disabilities, multiple disabilities or autism may be educated in a special primary school at the request of the legal guardian and on the basis of a written recommendation from a school counselling centre that assesses the pupil's special educational needs.
The school counselling centre may ask the legal guardian to provide documents relevant for the assessment of the pupil's special educational needs. The assessment is based on the nature of the pupil's difficulties that have an impact on their education, special-pedagogical and possibly psychological diagnosis for the purpose of assessing the pupil's special educational needs, information about the pupil's previous course of education at school, in particular the data provided in the school register, data about the pupil's previous cooperation with the school counselling centre, information provided by the pupil or the pupil's legal guardian, and the conditions of the school in which the pupil is or will be educated.
The recommendation of the school counselling centre is valid for the period of time specified in the recommendation, up to a maximum of 2 years, although in justified cases it may be valid for up to 4 years.
An essential part of the transfer of a pupil to a special education programme of a primary school is the informed consent of the legal guardian or adult pupil. Before obtaining written consent, the school is obliged to inform the adult pupil or the pupil's legal guardian about
the differences in the educational programmes and expected educational outcomes and the impact of the transfer on the pupil's further education and career opportunities. The informed consent of the adult pupil or the pupil's legal guardian to the transfer of the pupil to the educational programme of the special primary school shall include a written copy of the instruction with the information referred to in the previous sentence and the signature of the adult pupil or the pupil's legal guardian confirming that they have understood the information.

What you need if you are using this service
You must apply for the enrolment of the child - pupil in a special primary school. The application must include a recommendation from the school counselling centre for the child's enrolment.
There is no central form, sometimes schools have their own form on their website. In addition to the name and surname of the pupil and their legal guardian, the date of birth of the pupil and their place of residence, the written application usually states the reasons for the application. The application should be accompanied by the consent of the child's other legal guardians and a statement that the legal guardian has been informed of the possibilities and consequences of the pupil's education in a special primary school.
Where and how to solve this service
The inclusion of a child in a special primary school can be dealt with at the nearest special education centre for children with intellectual disabilities, autism spectrum disorders or multiple disabilities. A special education centre can also be set up directly at a special primary school.
The legal guardian submits the application to the principal of the special primary school where the child will eventually fulfil compulsory school attendance.

Appeal options
Appeals against the decision of the principal are decided by the competent regional authority or Prague City Hall, depending on the location of the school. The appeal shall be submitted through the school principal.
