Persons with a disability which is classified as a long-term unfavourable medical condition, listed in the annex to the Act, are entitled to an allowance for special aid, and their state of health does not preclude the granting of this allowance.

Persons with a severe defect in the musculoskeletal system or severe or profound mental retardation classified as a long-term unfavourable medical condition are entitled to a special aid allowance for the purchase of a motor vehicle or special restraint system, and their state of health does not preclude the granting of this allowance.

You may make use of this service if you have a severe disability and if you meet the other eligibility conditions for this benefit.

What you need if you are using this service

To submit a special aid allowance application in person you need to fill out the special aid allowance application form.

For identification purposes, you need an identity card for all applicants, their representatives, persons assessed jointly, and a birth certificate for children under 15. Applicants are the persons mentioned in the form under Part A, ‘Applicant’, their representatives being the persons mentioned in the form under Part B, ‘Representatives of the applicant’, persons assessed jointly are those listed in the form under Part D ‘Persons assessed jointly’.

In the event that:

• the purchase price of the special aid is less than or equal to CZK 10 000,
• the special aid is a motor vehicle,
• the purchase price of the special aid is greater than CZK 10 000 and you do not have sufficient funds to cover the 10% co-payment of the cost of the special aid,

the following supporting documents should be provided:

• for dependent children who have completed compulsory education and always from the school year beginning in the calendar year in which the child reaches the age of 15:
  • Confirmation of studies, or
  • A decision to interrupt one’s studies in connection with pregnancy, childbirth or parenthood, or
  • Certificate of health of a dependent child  issued by the ČSSZ or proving the inability to perform continuous gainful employment due to long-term poor health, or
  • Certificate of incapacity of a dependent child to continuously prepare for a future occupation or to perform gainful employment due to illness or injury, 
• for any person who shares an apartment and pays the costs for their joint needs and has filled in YES in the income field, provide the Proof of quarterly income – allowance for a special aid form completed for the calendar quarter preceding the calendar month in which you are applying for acknowledgment of the benefit,
• Proof of independent activity,
• for any person who is recognised as temporarily incapacitated for work, proof of recognition of the person being temporarily unable to work,
• for any person receiving sickness insurance benefits due to pregnancy or maternity, proof of receipt of these benefits,
• any each dependent child to whom maintenance is determined by a court, a court decision on determination of maintenance,
• if you are applying for an allowance for a special aid – a ceiling lifting system, a vertical lifting platform, an inclined lifting platform or a stair lift
  • provide the consent of the property owner to the installation and operation of this equipment, or a court’s decision to authorise the installation and operation of such equipment. If the owner of the property is the person to whom this allowance is to be provided (Section 9(7) of Act No 329/2011 on the provision of benefits to disabled persons), there is no need to submit such consent,
  • submit at least two proposals for barrier removal solutions, including the price (Section 9(10) of Act No 329/2011 on the provision of benefits to disabled persons).
• Other income stated in the List of other eligible income form and supporting documents depending on the type of aid required.

Filling the form is relatively easy within 10 minutes if you have the necessary data prepared in advance.

What you need if you are using this service

Where and how to solve this service

An application for a disabled person’s pass can be submitted on the website of the Labour Office at uradprace.cz or mpsv.cz (Common portal of the Ministry of Labour and Social Affairs).

For electronic submission via a website, a data box or a qualified electronic signature certificate is required.

The form and its individual annexes can be filled out separately on the Labour Office website – separately for the online form and the annexes, and can each be submitted separately. Alternatively, you can fill them out as an online form with annexes, where you gradually fill in the form and the necessary annexes, which will all be sent electronically as one submission.

What is the benefit of this service

A special aid allowance is a benefit intended for people whose disability is classified as a long-term unfavourable medical condition, who have:

• a severe defect in the musculoskeletal system, or
• a severe hearing impairment, or
• a severe visual impairment

The purpose of the allowance is to help those concerned finance the purchase of aids to help them in their everyday lives (e.g. a guide dog, special car modification, modification of a dwelling, stair lift, etc.) or allow them to be self-dependent, or which are necessary for them to work, study, obtain information, receive an education or interact with their surroundings.

Appeal options

If you are not satisfied with the outcome of an allowance procedure, you may submit an appeal against the ‘Decision’ within 15 days of receiving that decision. You can lodge appeals at the regional branch of the Czech Labour Office that decided on the benefit. The Ministry of Labour and Social Affairs will then decide on the appeal.

Frequently asked questions

V what is the maximum deadline for the service?

Immediately after the application is submitted, it is sent to the Institute for Health Assessment. During the assessment of the state of health, the administrative proceedings are interrupted, of which the client is informed. The duration of the health assessment may vary depending on the individual case. Usually 4 to 6 months. After the assessment of the state of health, the administrative proceedings are resumed, of which the client is also informed. According to the Code of Administrative Procedure, the duration of the administrative procedure itself is 30 days.

What is the usual settlement time?

The service is usually completed within 4 to 5 months.
