Persons with a disability which is classified as a long-term unfavourable medical condition, listed in the annex to the Act, are entitled to an allowance for special aid, and their state of health does not preclude the granting of this allowance.
Persons with a severe defect in the musculoskeletal system or severe or profound mental retardation classified as a long-term unfavourable medical condition are entitled to a special aid allowance for the purchase of a motor vehicle or special restraint system, and their state of health does not preclude the granting of this allowance.

To submit a special aid allowance application in person you need to fill out the special aid allowance application form.
For identification purposes, you need an identity card for all applicants, their representatives, persons assessed jointly, and a birth certificate for children under 15. Applicants are the persons mentioned in the form under Part A, ‘Applicant’, their representatives being the persons mentioned in the form under Part B, ‘Representatives of the applicant’, persons assessed jointly are those listed in the form under Part D ‘Persons assessed jointly’.

An application for a disabled person’s pass can be submitted on the website of the Labour Office at uradprace.cz or mpsv.cz (Common portal of the Ministry of Labour and Social Affairs).
The form and its individual annexes can be filled out separately on the Labour Office website – separately for the online form and the annexes, and can each be submitted separately. Alternatively, you can fill them out as an online form with annexes, where you gradually fill in the form and the necessary annexes, which will all be sent electronically as one submission.

The purpose of the allowance is to help those concerned finance the purchase of aids to help them in their everyday lives (e.g. a guide dog, special car modification, modification of a dwelling, stair lift, etc.) or allow them to be self-dependent, or which are necessary for them to work, study, obtain information, receive an education or interact with their surroundings.
If you are not satisfied with the outcome of an allowance procedure, you may submit an appeal against the ‘Decision’ within 15 days of receiving that decision. You can lodge appeals at the regional branch of the Czech Labour Office that decided on the benefit. The Ministry of Labour and Social Affairs will then decide on the appeal.

The duration of the health assessment may vary depending on the individual case. Usually 4 to 6 months. After the assessment of the state of health, the administrative proceedings are resumed, of which the client is also informed. According to the Code of Administrative Procedure, the duration of the administrative procedure itself is 30 days. The service is usually completed within 4 to 5 months.
