Newly imported types of legally controlled measuring instruments are subject to type approval. Type approval determines whether a measuring instrument will be able to perform the function for which it is intended. Measuring instruments whose types are listed in the annex to Decree No 345/2002 are subject to type approval.

If a measuring instrument has been manufactured and placed on the market in one of the Member States of the European Union or the European Economic Area or in a state with which an international recognition agreement has been concluded by which the Czech Republic is bound, in accordance with the relevant regulations of that state, and is subject to a type-approval requirement in the Czech Republic, the results of metrological findings carried out in that state will be recognised if they guarantee the standard of metrology required by legislation in the Czech Republic and if these results are available to the Czech Metrology Institute (CMI).

You are an importer of a legally controlled measuring instrument and you want to place this measuring instrument on the market in the Czech Republic.

When to use this service

This service must be used before the imported legally controlled measuring instrument is placed on the market in the Czech Republic.

The type approval of the measuring instrument or its rejection must be carried out no later than 90 days from the delivery of a measuring instrument sample if it is performed at the premises of the manufacturer from the first activity of the CMI; if it cannot make its decision within the set deadline, it is obliged to inform you of this, stating the reason, and to set a new deadline.

What you need if you are using this service

For type approval, an application including the following must be submitted:

  • identification data for the applicant (name, address, correspondence address, company ID number, contact person),
  • identification data for the manufacturer (name, address, correspondence address, company ID number, contact person),
  • the name of the measuring instrument and its classification (legally controlled measuring instrument, working measuring instrument), 
  • the name of the legally controlled measuring instrument and its use (classification of the legally controlled measuring instrument according to the type list),
  • data on the declared metrological parameters,
  • in the event of an application for modification of an existing approval, the type-approval mark of the measuring instrument in question.

If the applicant requests recognition of some tests performed previously and that did not need to be repeated, the application may be supplemented by copies of any related documents (test reports, foreign approvals, declarations of conformity, etc.)

An application must be supplemented with the documents necessary for a technical examination and its evaluation. This means a description of

  • the construction and operation,
  • protective measures to ensure proper operation,
  • any elements for control and configuration,
  • the proposed location of the official marks,
  • general layout drawings and, where appropriate, detailed drawings of important parts,
  • a schematic drawing showing the principles of operation and, where appropriate, photographs.

The CMI will then determine the minimum number of samples of the measuring instrument for type approval that the applicant must provide free of charge.

The application may be written in free form.

A measuring instrument sample must be provided for the type-approval procedure. The minimum number of measuring instrument samples required for the type approval of a measuring instrument, which you, as the manufacturer, must provide free of charge, is determined by the CMI. 

The procedure for the type approval of a legally controlled measuring instrument is as follows:

  • submission of an application for type approval of a measuring instrument to the CMI,
  • authorisation of the CMI technical workplace to perform the technical assessment of the measuring instrument,
  • notification to the applicant regarding which CMI workplace is authorised to perform the technical assessment, 
  • assessment of the measuring instrument, documentation, documented tests, etc.,
  • a determination of the necessary tests and their prices, 
  • the signing of a contract,
  • the submission of measuring instrument samples to the CMI technical workplace,
  • the technical assessment (tests, assessment of foreign certificates, other documentation, etc.),
  • the issue of the type-approval certificate on the basis of a positive technical assessment result,
  • the sending of the certificate to the measuring instrument type approval applicant.

How much will you pay

You can find the current prices in the price list.

The price list shows the flat rate price for the administrative work. The price for the service itself depends on the need for tests and is highly variable.

Payments can be made by bank transfer to the bank account of the Czech Metrology Institute No 198139621/0710 for payment in CZK or to account No 34534-198139621/0710 for payment in EUR.

What is the benefit of this service

A type-approval certificate for a legally controlled measuring instrument entitles you, as an importer of that legally controlled measuring instrument, to place such measuring instrument on the market. 

Appeal options

The Office for Standards, Metrology and Testing decides on appeals against decisions of the CMI.

Sanctions

Anyone who puts into circulation a measuring instrument whose type has not been approved, even though it should have been, or which does not have the characteristics of an approved type, has committed an administrative delict for which a fine of up to CZK 1 000 000 may be imposed.
