Reporting reproductive material to the authorised entity

Main information

By law, as the holder of a permit to trade in forest reproductive material, you are obliged to file an annual report for the previous year with the authorised entity (the Forest Management Institute) on the forest reproductive material you possess and have placed into circulation by 15 January of that year. You must also file a report if, as a permit holder, you have not placed any material into circulation or do not possess any material – a ‘Negative Report’.

The obligation to file a report is stipulated under Section 24 of Act No 149/2004 Coll.  on the placement into circulation of forest reproductive material of species and artificial hybrids important to forestry, intended for forest regeneration and afforestation, and on the amendment of certain related laws (Law on Trade in Forest Reproductive Material)

What you need if you are using this service

To file the report you need the relevant form, which can be downloaded from the website of the Ministry of Agriculture, or you can fill in the report directly online on the website on the ERMA2 portal.

Where and how to solve this service

Send the completed report:

  • to the email address of the National Forestry Institute (NLI) filing office
  • or the Forest Management Institute data box, data box ID: n5v4bry
  • You may also file the report directly via the ERMA2 portal, by logging in using your four-digit unified registry number. After that you will be granted access to the electronic form, which you can save as you fill it in. The system will alert you to any errors while you are working on the form. After you have finished filling in the report, assuming that the system does not find any errors, youk can send it directly via the portal  to the authorised entity.

What you need if you are using this service

The template for filing the report, which you get in XLS (Excel) format on the Ministry of Agriculture website, or you can request the form to be sent to you by the responsible National Forestry Institute (NLI) employees.

or to your regional branch of the Forest Management Institute

Once filed, your report will be registered and then entered into the reproductive material records (ERMA2) by staff of the Forest Management Institute. If your report contains erroneous data, you will be asked to correct it by the Forest Management Institute staff.

Sanctions

In accordance with Act No 149/2003 Coll. on the placement into circulation of forest reproductive material of species and artificial hybrids important to forestry, intended for forest regeneration and afforestation, as amended, failure to file a report with the authorised entity may be punishable with a fine.

1. Am I obliged to file a report even if I do not possess any reproductive material and have not placed any reproductive material into circulation?

YES. In such a case the permit holder must file a ‘Negative Report’, stating that they do not possess any reproductive material and have not placed any reproductive material into circulation.

2. Can I file a report filled in only by hand?

YES. A report can be filled in by hand using the printed template and then sent to the authorised entity by post, or handed over in person to the head office and branches of the Forest Management Institute.
