If an electoral party wishes to stand as a candidate in an election to a municipal council, it must submit the list of candidates to the relevant registration authority by the legal deadline.
Electoral parties are registered political parties and political movements and coalitions whose activities have not been suspended, and independent candidates, associations of independent candidates or associations of political parties or political movements and independent candidates.
The registration process commences upon the submission of the list of candidates.

A political party, with the exception of an independent candidate, acts in electoral matters solely through its representative as listed on the list of candidates.

The list of candidates must be delivered to the relevant registration authority by 4 p.m. 66 days before election day.
The list of candidates must be delivered to the relevant registration authority by this deadline. Sending the list by post by this deadline is not sufficient. In accordance with electoral law, no deadlines can be extended, and no exceptions to missed deadlines can be made.
A representative may add other candidates to the list of candidates or change the order of the candidates up to 4 p.m. on the 60th day before election day.
Errors in the list of candidates must be corrected, or any necessary documents added, no later than 4 p.m. 53 days before election day.
The relevant registration authority will then decide on the registration of the list of candidates 48 days before election day.

The list of candidates must be submitted by the representative (if an electoral party is standing in the form of an independent candidate, the list of candidates is submitted by the independent candidate, as this type of electoral party does not have a representative).
The list may be submitted via data box or by email with a recognised electronic signature.
The list of candidates must contain the signature of the representative (if an independent candidate is standing, then the signature of that independent candidate must feature on the list). For all electoral parties (with the exception of independent candidates and associations of independent candidates), the signature of the person authorised to act on behalf of the party must also feature on the list (in the case of a coalition, the signatures of the persons from the political parties or movements forming that coalition must feature on the list). The list of candidates will not be accepted unless it contains all the required signatures.
The list of candidates must contain
- the name of the municipal council,
- the name of the electoral district (if electoral districts are created),
- the name and type of the electoral party, including the names of political parties and political movements, if applicable,
- the required details of the candidates and the order in which the candidates are to be listed,
- the details of the representative, and their substitute where applicable,
- the signature of the representative (or, if the list of candidates is submitted by an independent candidate, the signature of that independent candidate), and
- the details and signature of the person authorised to act (these need not be stated if the list of candidates is submitted by an electoral party in the form of an independent candidates or by an association of independent candidates); or in the case of a coalition, the details and signatures of the persons authorised to act on behalf of the political parties or movements that make up the coalition.
The following must be enclosed with the list of candidates:
- declarations signed personally by all the candidates, and
- if the list of candidates is submitted by an electoral party in the form of an independent candidate or by an association of independent candidates, it must be accompanied by a petition signed by voters supporting the candidacy of those electoral parties.

The registration authority will decide on the registration of the list of candidates within 48 days before election day, in one of the following ways:
- it will register the list of candidates if it complies with all the legal conditions;
- it will remove from the list of candidates any candidate who does not comply with all the legal conditions, and will then register the list of candidates without that/those candidate(s); or
- it will reject the list of candidates.
An electoral party that has submitted a list of candidates, or any candidate who has been removed from a list of candidates, may appeal against the decision before the court within 2 days of receiving the decision.

Who can stand as a candidate?
A candidate can be a resident of the municipality, or a voter who is
- a Czech citizen,
- who is at least 18 years of age on the second day of the election,
- and is registered as a permanent resident of the given municipality on election day.
The same also applies for citizens of another EU Member State who hold confirmed temporary residence in Czechia or hold a permit for permanent residence in the municipality.
A candidate cannot be restricted in exercising their right to vote, e.g. through a limitation of personal freedom established by law due to the execution of a prison sentence or a limitation of the right to vote.
What is the maximum number of candidates that can feature on the list of candidates?
The maximum number of candidates on the list of candidates is equivalent to the number of members elected to the relevant municipal council.
In municipalities where seven or fewer municipal council members are to be elected, the maximum number of candidates on the list of candidates is equivalent to the number of elected members to the relevant municipal council increased by one third and rounded down to a whole number.
