Persons with a physical, sensory or mental disability classified as a long-term unfavourable medical condition, which significantly limits their mobility or orientation, including those with autism spectrum disorder, are entitled to a disabled person’s pass.
The disabled person’s pass is marked TP (severe disability), ZTP (extreme disability) or ZTP/P (extreme disability with the need for a guide).

To apply for a disabled person’s pass, you need to fill in the Application for a disabled person’s pass form.
For identification purposes, you need to show an identity card, a birth certificate for children under 15 and a court ruling on the appointment of a legal guardian (to be submitted if the person possesses such a ruling).
Please include the following with your application:
- for all applicants and their representatives: their identity card, for children under 15: their birth certificate Applicants are the persons mentioned in the form under Part A, ‘Applicant’, their representatives being the persons mentioned in the form under Part B, ‘Representatives of the applicant’,
- if the proof of identity does not give the birth name, please provide the birth certificate.

Applications should be submitted at the contact point of the Czech Labour Office according to the place of permanent residence (place of residence) of the individual. Contacts for individual contact points can be found on the website of the Czech Labour Office in the Regional Branches section
Kolik budete platit
There is no fee for the processing of an application. However, on receiving a new disabled person’s pass you will pay CZK 30. No administrative fee is charged for issuing a disabled person’s pass in exchange for adamaged,destroyed or stolen pass, if the card was damaged, destroyed or stolen in connection with a violent crime, documented by a record with the Czech Police. If the damage, destruction, theft or loss of the pass was not due to a violent crime, the charge for issuing a new disabled person’s pass is CZK 200.

Jaký má služba benefit
The Act on the Provision of Benefits to those with Disabilities governs certain entitlements of those holding disabled person’s passes.
Persons holding a TP (severely disabled) pass are entitled to:
- reserved seating on regular public transport, with the exception of any means of transport in which seating is linked to the purchase of a seat reservation,
- priority in the handling of their personal affairs (with the authorities), if such an appointment involves a prolonged wait, particularly standing; purchases in shops or procurement of paid services or treatment and examinations in medical facilities are not considered personal business.
Persons holding a ZTP (extremely disabled) pass are entitled to:
- reserved seating on regular public transport, with the exception of any means of transport in which seating is linked to the purchase of a seat reservation,
- priority in the handling of their personal affairs (with the authorities), if such an appointment involves a prolonged wait, particularly standing; purchases in shops or procurement of paid services or treatment and examinations in medical facilities are not considered personal business
- free travel on regular local public transport (trams, trolleybuses, buses, underground)
- a 75% discount on the second class fare on domestic transport passenger trains and express trains and a 75% discount on regular national bus services.
Persons holding a ZTP/P (extremely disabled with the need for a guide) pass are entitled to:
- reserved seating on regular public transport, with the exception of any means of transport in which seating is linked to the purchase of a seat reservation,
- priority in the handling of their personal affairs (with the authorities), if such an appointment involves a prolonged wait, particularly standing; purchases in shops or procurement of paid services or treatment and examinations in medical facilities are not considered personal business
- free travel on regular local public transport (trams, trolleybuses, buses, underground)
- a 75% discount on the second class fare on domestic transport passenger trains and express trains and a 75% discount on regular national bus services
- free travel for their guide on regular public domestic passenger transport
- free travel for their guide dog if the holder is completely or practically blind, unless accompanied by a guide.
Persons holding a ZTP or ZTP/P card and guides holding a ZTP/P card may be granted a discount on admission to theatre and film performances, concerts and other cultural and sporting events. There is no automatic entitlement to these benefits.

Možnosti odvolání
If you are not satisfied with the outcome of the procedure for a disabled person’s pass, you may submit an appeal against the ‘Decision’ within 15 days of receiving that decision. You can lodge appeals at the regional branch of the Czech Labour Office that decided on the benefit. The Ministry of Labour and Social Affairs will then decide on the appeal.
