Authorisation of an individual educational plan

Main information

An individual educational plan may be authorised at a primary school, secondary school and post-secondary vocational education. The application for an individual educational plan is submitted by the pupil or student; if the pupil is a minor, the application is submitted by the pupil's legal guardian. Each educational plan is individualized according to the needs of the particular pupil or student, so it is not generally defined in detail.

It is authorised in three areas:

  1. In particular, it is authorised for pupils with special educational needs or exceptional talents based on a recommendation from an educational psychological counselling centre or a special educational centre in the form of a support measure.
  2. At a secondary school or post-secondary vocational school, an individual educational plan may be permitted for other compelling reasons not specified in the Schools Act, and the assessment of the compelling reasons is left to the discretion of the school principal.
  3. The school principal must authorize an individual educational plan for a pupil of a secondary school (or a student of a post-secondary vocational school) on the basis of confirmation that the pupil (student) is a sports representative of the Czech Republic in a sports organization representing this sport in the Czech Republic.

This applies to you if you are a pupil in primary or secondary school or a student at a post-secondary vocational school and want to follow an individual educational plan.

You are a pupil or student with special educational needs, i.e. you are a pupil or student with a mental, physical, visual, hearing impairment, severe speech impairment, severe developmental behavioural disorder, severe developmental learning disability, multiple disabilities or autism spectrum disorder that warrants a modification of your education and assessment.
You are an exceptionally gifted pupil or student.
You are a student of a secondary or post-secondary vocational school and you represent the Czech Republic in sports.
You are a pupil at a secondary or post-secondary vocational school and have other compelling reasons, the severity of which will be assessed by the principal.

What you need if you are using this service

You must apply for an individual educational plan. There is no central form, sometimes schools have their own forms on their websites. If an individual educational plan is recommended as a support measure; a recommendation from the school counselling centre is submitted. In this case, the school principal will always grant the request.

If the student is a minor, the application is submitted by the student's legal guardian.

Appeal options

If the school principal does not approve the application for an individual educational plan, an appeal may be filed with the regional authority or the Prague City Hall competent for the school's location. The appeal is submitted through the school principal.

Does the principal have to grant an application for an individual educational plan?

The school principal must only grant the application if the individual educational plan is recommended to you as a support measure by the school counselling centre and, in the case of a pupil and student of a secondary or post-secondary vocational school, if you are a sports representative of the Czech Republic and you provide a certificate of this fact issued by a sports organisation representing the relevant sport.
