Certificate of professional competence for pyrotechnic articles

Main information

Only professionally competent persons may handle pyrotechnic articles in categories F4, T2 and P2.  A person wishing to handle such pyrotechnic articles must hold a certificate of professional competence by which they demonstrate their professional competence.

This applies to you if

You want to handle pyrotechnic articles in categories F4, T2 or P2, or if you want to operate the tied trade 'Purchase, sale, destruction, and disposal of pyrotechnic articles in categories P2, T2 and F4, and work with fireworks'.

To obtain a certificate of professional competence, you must be over 18 years of age, have at least secondary education with graduation, be fully legally competent, have no criminal record, and be medically fit. 

In this case, having no criminal record means you must not have been convicted of an intentional criminal offence or a negligent criminal offence committed in connection with the use or application of explosives or pyrotechnic articles.

When to use this service

You can use this service at any time. Given the need to undergo professional training, you should start the use of this service well in advance of the commencement of the activities for which professional competence is required.

The Czech Mining Authority issues certificates of professional competence through an administrative procedure. The deadline for processing applications is 30 days. As you will have to complete professional training ending with an exam after submitting your application, the procedure will be suspended after the submission of your application (if it is in order) until you successfully complete this training.

What you need if you are using this service

For this purpose, to obtain a certificate of professional competence you must submit an application which, in addition to the general requirements specified in the Administrative Procedure Code (Section 45(1) of the Administrative Procedure Code), must contain proof of education, proof of payment of the administrative fee, and a medical opinion. To evaluate the criminal record issue, the Czech Mining Authority will request an extract from the criminal records concerning you. If you are an employee, you must also state the address of your employer, your job title, and the type of work you perform. 

You will then have to successfully complete professional training, which ends with an exam. Only then can a certificate of competency be issued.

The service is subject to an administrative fee of CZK 1 000.

What is the benefit of this service

With a certificate of professional competence, you can buy, sell, destroy and dispose of pyrotechnic articles in categories F4, T2 and P2, and work with fireworks. A certificate of professional competence is also a prerequisite for the tied trade 'Purchase, sale, destruction, and disposal of pyrotechnic articles in categories P2, T2 and F4, and work with fireworks'.

Appeal options

If your application is rejected, an appeal (Section 152 of the Administrative Procedure Code) may be filed with the chairperson of the Czech Mining Authority.
