The foster parent remuneration can be defined as a form of (financial) social recognition for a person who takes care of another parents' child through mediated foster care. Eligibility for foster parent remuneration in the amount of half of the remuneration. An eligible person is a caregiver providing mediated foster care to a child for the duration of personal care for the entrusted child and a registered person who is entitled to remuneration for the period of inclusion in the register of persons who can perform foster care for a temporary period. The benefit is provided under the conditions of the law up to a maximum age of 26 years for a child who has been in mediated foster care until reaching adulthood. For a child over 18 years of age, the application must be accompanied by a certificate of dependence.

You can apply for the service if you are a foster parent or a personal guardian (a person caring for a dependent minor child or after the child has reached adulthood if the child is entitled to an allowance to cover the needs of a child) providing mediated foster care for the child or a temporary foster parent (for the period of inclusion in the register of persons who can provide temporary foster care). If both spouses are carers for a particular child, only one of them is entitled to foster care benefit.

When submitting the foster care benefit – foster parent remuneration application you will need to complete the form Application for foster care benefit – foster parent remuneration.
Please attach to the application:
- for all the persons listed their identity card, for children under 15 their birth certificate,
- if the proof of identity does not give the birth name, please provide the birth certificate,
- a decision to entrust the child to the care of another person responsible for the child's upbringing (a court decision to entrust the child to foster care, a court decision to entrust the child to foster care for a temporary period, a court decision to entrust the child to pre-foster care, a court decision to appoint a guardian of the child if the person is personally caring for the child) or a petition, which has been filed with the court to initiate court proceedings for the placement of the child/children in foster care, pre-foster care or for the appointment of a guardian of the child, or an order initiating proceedings for the placement of the child in foster care or pre-foster care or for the appointment of a guardian of the child, if initiated ex officio,
- an affidavit of the person, on the initial date of personal care of the child, who has filed a petition for the child's placement in their foster care or pre-foster care or a petition for their appointment as guardian, or of the person who is personally caring for the child during the proceedings for the child's placement in their foster care or pre-foster care or for their appointment as guardian of the child, if the proceedings have been initiated ex officio. The affidavit must be submitted on a form prescribed by the Ministry,
- a decision of the regional authority on the inclusion of a person in the register of persons who may perform foster care for a temporary period pursuant to Section 27a (1) to (3) of the Act, if this is a person included in the register,
- a statement by the municipal authority of the municipality with extended powers that the applicant is personally caring for the child, if the proceedings for foster care, pre-foster care or appointment of a guardian have been initiated ex officio, or that the applicant is personally caring for the child and this care is not manifestly unjustified, if the applicant themself has filed a petition with the court for the child to be placed in foster care, pre-foster care or for their appointment as a guardian of the child (Article 3 of the Act, if the application is made by a person pursuant to Section 2a(c)(2) or (3) of the Child Protection Act),
- notification of suitability pursuant to Article 24(2)(a) and (3) of the Act,
- for all children who have reached adulthood, their dependency:
- certificate of studies or decision to interrupt studies in connection with pregnancy, childbirth or parenthood or health certificate or certificate of inability to train for a future occupation or to engage in gainful activity due to illness or injury,
- the facts you have stated in Sections E, F, G and H,
- declaration of the taxpayer of personal income tax from dependent activity and functional benefits, if you claim the personal income tax rebate from dependent activity and functional benefits in Part E with the Labour Office of the Czech Republic,
- a decision of the regional authority on inclusion in the register of persons who may perform foster care for a temporary period, if the person referred to in Part A or B is included in this register,
- a decision on the awarding of a pension from pension insurance (a decision from the CSSA, Military Social Security Office, Department of Social Security of the MoI or another payer),
- a certified A1 Social Security Coordination form from a foreign institution if you are employed in another EU country.

Jaký má služba benefit
A foster parent remuneration is payable to a person who has become the caregiver of a minor dependent child, who is providing mediated foster care for the child, or who is a registered person or whose ward is entitled to an allowance to cover the needs of a child by reason of dependency, or whose ward is not entitled to a contribution to the child's needs solely because the ward is receiving a pension from a retirement plan equal to or greater than that allowance.
The remuneration of the foster parent is due to the registered person for the period of inclusion in the register of persons who can perform foster care for a temporary period.
Možnosti odvolání
If you are not satisfied with the outcome of a foster parent remuneration procedure, you may submit an appeal against the ‘decision’ within 15 days of receiving that decision. Submit your appeal with the regional branch of the Labour Office of the Czech Republic that made the decision on the benefit. The Ministry of Labour and Social Affairs will then decide on your appeal.
