Notification of change of permanent residence

Main information

As a citizen of the Czech Republic, you may only have one permanent residence in the territory of the Czech Republic.

You must report a change of permanent residence to the registration office, which will update the population register information system (informační systém evidence obyvatel).

The address of your permanent residence is one of the reference data in the population records (registr obyvatel).

As a rule, this is the address that you choose, in the place where you have your family or employment.
A permanent residence can only be at an address that is marked with a house number (číslo popisné) or registration number (číslo evidenční), or an orientation number (číslo orientační), and that is intended for housing, accommodation, or individual recreation.

This applies to you if

You can register, if you are a citizen of the Czech Republic and have reached the age of 15.

For citizens under the age of 15, the change of permanent residence must be reported by their legal representative, guardian, custodian, foster parent or the person to whom they have been entrusted by a court decision.

A guardian will act on behalf of a person whose legal capacity has been restricted to the extent that they are unable to report a change of permanent residence themselves.

A change of permanent residence may also be reported by a member of the household who has been granted the authority to represent the citizen by a court, or by an authorised representative.

You can report a change of permanent residence at any time, provided that the legal conditions are met.

What you need if you are using this service

The Change of permanent residence can be done by submitting a completed and signed permanent residence registration form (Přihlašovací lístek k trvalému pobytu), which is available at any registration office.

When reporting a change of permanent residence, you must also:

  • prove your identity with an identity card, or if you have no identity card, submit another public document that proves your identity;
  • prove ownership of the flat or house, or your right to use the house, flat or residential room, or submit officially certified written consent from the authorised person entitled to use it, along with the notification of change of permanent residence. The authorised person may confirm their consent in front of a registration office employee on the registration form.
Only original permanent residence registration forms may be used with regard to the period and method of archiving.
The right to use a house, flat or room can be proved with documents such as a lease agreement, sublease agreement, accommodation agreement or similar. The submitted agreement must be valid.
As a rule, it takes up to 10 minutes to process a change of permanent residence.

You do not need to prove ownership if the registration office can verify the right itself free of charge via public remote access to the land registry.

Where and how to solve this service

You can Change your permanent residence in person at the registration office according to your new address.

The registration office is the municipal authority (obecní úřad) or in the capital city of Prague and in selected territorially divided statutory cities, the metropolitan district authority (úřad městské části) or municipal district authority (městského obvodu).

If you prove your identity with an identity card, the registration office will detach the marked part and issue you a document confirming the change of permanent address. Your current identity card will expire 45 days after you report the change.

The registration office will enter the change into the population register information system (informační systém evidence obyvatel) without undue delay and within three working days at the latest. The new address of permanent residence will then be entered automatically into the population records (registr obyvatel). If you have a data box for natural persons (datová schránka fyzické osoby), an extract from the population records documenting the change in the registered reference data will be sent to you.

If the registration office identifies any deficiencies in the documents you have submitted, or if there are any discrepancies between the information you have provided and that which is already on record, you will be asked to address these issues by a specified deadline of at least 15 days.

If you do not do so by this deadline, the registration office will reject your request to register the change of permanent residence.

All citizens over the age of 15 who are permanently resident in the Czech Republic are required to have an identity card, unless they have limited legal capacity.  You are advised to apply for a new identity card well in advance, ideally immediately after reporting a change of permanent residence.

How much will you pay

Reporting a change of permanent residence incurs an administrative fee of CZK 50.

Citizens under the age of 15 are exempt from this fee.

What is the benefit of this service

The change of permanent residence is recorded by the registration office in the population register information system (informační system evidence obyvatel), after which the new address is entered in the population register (registr obyvatel).

The registration office must register the change of permanent residence without undue delay, no later than three working days after the change has been reported.

The place of permanent residence determines the local jurisdiction of authorities and courts, and is a prerequisite for the right to vote in municipal elections and to hold office in the local council.

If you do not have a data box for natural persons (datová schránka fyzické osoby) or a registered address for the delivery of official documents, public authorities will send documents to your permanent residence address. Your new permanent residence address will also be entered on your new identity card.
