A passport is issued at the request of a citizen.
The personal presence of the citizen to whom the passport is to be issued is required at the time of the application because his or her biometric data, i.e. a facial image, is taken, and for a citizen over the age of 12 fingerprints are also required.
The passport is issued with territorial validity in all countries of the world and with a validity of 5 years for citizens under the age of 15, or 10 years for citizens over the age of 15.

You do not apply for a passport on a filled-out official form, but only submit the documents needed to issue the passport.
When you apply, you can choose the office where you will collect your passport and provide your mobile phone number or e-mail address for information on the options for collecting your passport.
The official compares the data in the submitted documents with the data on you in the Population Register Information System.
If the official verifies the accuracy of these data, he/she will take your biometric data, i.e. facial image and fingerprints.
The official prints out the application and you sign the application to confirm the accuracy of the information contained therein.
The official finishes submission of the application by sending the data electronically to the manufacturer for further processing during production of the passport.
Collection of a passport
Where a passport may be collected:
For a citizen under the age of 15 – as the legal representative of a person under the age of 15, you will confirm collection with your signature. The same applies to foster parents, persons with whom a citizen under the age of 15 has been placed in care, the head of an residential care institution, the head of a centre for children requiring immediate assistance.
For a person over the age of 15 – as guardian, you will confirm collection with your signature. The same applies to the guardian of a person with limited legal capacity and to a household member who has been approved by a court for representation.

Overview of the administrative fees for issuing a passport
For a passport to be issued within 30 days:
The administrative fee is CZK 600, and CZK 100 for a citizen under the age of 15.

On collection of a passport:
An administrative fee of CZK 100 is payable for collecting your passport if you collect a passport issued within 30 days at an authority other than the one to which you applied. The administrative fee is payable before you collect your passport.
For a passport issued in a reduced period of up to 24 hours on a working day or within 5 working days:
You will pay the full administrative fee at the time of application if you collect your passport from the authority to which the application was submitted. If you have submitted an application to a municipal authority with extended powers or to an office of Prague city districts 1 to 22 and you collect your passport from the Ministry of the Interior, you will pay the first part of the administrative fee when on submitting the application and the second when you collect your passport.

The Travel Documents Act allows the issue of a passport to a citizen within the period of time he/she chooses when submitting his/her application.
An appeal may be brought against an order terminating the procedure for the issue of a passport (the applicant has not submitted the requisite documents even within the time limit set by the order suspending the proceedings). In practice, such cases do not generally occur.
