Granting approval clauses to textbooks and textbooks

Main information

The Ministry of Education, Youth and Sports (‘the Ministry’) grants and withdraws approval clauses for textbooks and textbooks for primary and secondary schools.

Textbooks and textbooks that have the approval clause of the Ministry may be provided free of charge to children and pupils for whom the Education Act provides for the provision of textbooks and textbooks free of charge.

Textbooks and textbooks for the medical fields of secondary schools are granted and withdrawn by the Ministry of Health in agreement with the Ministry of Health. The Ministry publishes the list of textbooks and textbooks to which the endorsement was granted in the Bulletin of the Ministry of Education, Youth and Sports.

The Ministry grants an approval clause only to textbooks and textbooks intended for use in the education of pupils in schools providing primary and secondary education.

One positive peer-review opinion is a prerequisite for the granting of an approval clause. In the event that the first opinion is not recommended or if the fundamental comments of the first opinion are not sufficiently addressed within the set time limit, the National Pedagogical Institute of the Czech Republic will have the second opinion prepared.

An applicant for an approval clause may be any natural or legal person who demonstrates a legal relationship with the textbook for which the clause is requested.

If the applicant is not the publisher of the given textbook, he/she is obliged to prove his/her authorization to submit the application on behalf of the publisher or another person who holds the copyright to the textbook.

The applicant is usually the publisher or author of the textbook or textbook.

What you need if you are using this service

Submit an application for the granting of an approval clause to the Ministry. An application under the Communication shall be accompanied by:

  1. Manuscript of the textbook with the name of the author, the name of the textbook, the specification of the educational content (e.g. educational field, subject, cross-cutting topic, etc.), the target group of pupils (e.g. grade(s), the level of secondary education, the level of primary school, the types of school or the field(s) of secondary education for which it is intended. The elaboration of the manuscript must be in the final form, i.e. in the form in which the applicant wants to publish the submitted text.
  2. Textbooks from a comprehensive range of textbooks are granted an approval clause, provided that the applicant submits a description of the well-prepared concept of the comprehensive range of textbooks with annotations (content) of the individual parts of the comprehensive range of textbooks, in order to assess compliance with all the characteristics of the comprehensive range of textbooks.
  3. In textbooks in which the texts touch on the spiritual and cultural values and traditions of different nationalities and cultures, according to the content of these textbooks (in particular the educational fields Czech Language and Literature, Man and His World, History, Citizenship Education, Geography, Health Education and Cross-cutting Topics), the process of approving the clause can be accelerated by ensuring that the applicant prepares an assessment on specific topics, especially from: the Education Commission of the Czech Bishops' Conference, Jewish Communities, the Ecumenical Council of Churches, the Museum of Romani Culture, a specialized workplace of the university type of issues related to Islam (e.g. Institute of the Middle East and Africa), Buddhism, etc., the Czech Office for Surveying, Mapping and Cadastre, or other institutions, and the opinions of these institutions will include all their comments. If the institution addressed by the applicant refuses to provide an opinion, the applicant shall explicitly state this fact, including the name of the institution.
  4. Data on textbook format and weight, type of binding, paper used, envelope, carrier, etc.
  5. It is recommended that the applicant accompany the application at the same time with a methodological guide for teachers.

What is the benefit of this service

  1. The benefit is that an approval clause is obtained. If you are a publisher, publisher, or author of a textbook or textbook after an approval clause has been granted, you are very likely to expand the demand for them.
  2. At the same time, the approval clause constitutes a form of recommendation and advertising, since the product labelled by it indicates that the textbook or textbook has been approved as suitable for teaching by the authority of the Ministry.
