Granting approval clauses to textbooks and textbooks

The Ministry of Education, Youth and Sports (‘the Ministry’) grants and withdraws approval clauses for textbooks and textbooks for primary and secondary schools.

Textbooks and textbooks that have the approval clause of the Ministry may be provided free of charge to children and pupils for whom the Education Act provides for the provision of textbooks and textbooks free of charge.

Textbooks and textbooks for the medical fields of secondary schools are granted and withdrawn by the Ministry of Health in agreement with the Ministry of Health. The Ministry publishes the list of textbooks and textbooks to which the endorsement was granted in the Bulletin of the Ministry of Education, Youth and Sports.

The Ministry grants an approval clause only to textbooks and textbooks intended for use in the education of children in primary school preparatory classes, special primary school preparatory classes and in the education of pupils in schools providing primary and secondary education.

The necessary condition for the granting of an approval clause are two positive recommendatory peer-review opinions.

What you need if you are using this service

Submit an application for the granting of an approval clause to the Ministry. The application under the Directive shall be accompanied by:

  1. Manuscript of a textbook or manuscripts of a comprehensive series of textbooks or the last edition of a textbook with the name of the author, the name of the textbook, the subject (if applicable, educational field, cross-cutting topic), the target group of pupils (e.g. grade(s), the grade of the primary school, the type of school for which it is intended. The processing of the manuscript must be such that its graphic level can be assessed. It is necessary to include the pictorial part (even if only in sketches). The publisher is obliged to attach to the textbooks at least one double page in the form that the textbook will have (including texts, iconic material, orientation apparatus, etc.) and which is characteristic for the overall processing of the textbook and its structure. The scale and colour of this pattern must correspond to the final form of the textbook.
  2. In textbooks in which texts touch on spiritual and cultural values and traditions of different nationalities and cultures, this issue must be taken into account and commented on in the review reports. According to the content of these textbooks (in particular the educational fields Czech Language and Literature, Man and His World, History, Citizenship Education, Geography, Health Education and Transversal Topics), the publisher will arrange for the processing of assessments on specific topics, in particular from:
  • the Education Commission of the Czech Bishops' Conference (Thákurova 3, 160 00 Prague 6),
  • Jewish Communities (Jewish Museum, U Staré školy 1, 110 00 Prague 1),
  • Ecumenical Council of Churches (Donská 370/5, 101 00 Prague 10 - Vršovice),
  • Museum of Romani Culture (Bratislavská 67, 602 00 Brno),
  • a specialized workplace of the university type of issues related to Islam (e.g. Institute of Middle East and Africa, Celetná 20, 116 42 Prague 1), Buddhism, etc., possibly from other institutions.

The opinions of these institutions must include all their comments and must be sent to the Ministry together with a clear statement by the publishing house (or the author), whether or not it accepts the individual comments (including the reasons for not accepting them). The selection of a specific institution is recommended to consult with the Ministry in advance. At the same time, it is recommended to send the full manuscript of the textbook or textbook to the institutions, not just the relevant excerpt from the text.

  1. Data on textbook format and weight, type of binding, paper used, envelope, carrier, etc.
  2. Data on the estimated price of the textbook.
  3. A declaration by which the publisher undertakes to issue, at the request of the Ministry, a Polish version or a version in the language of another national minority, possibly in the form necessary for the transcription of tactile script for the visually impaired. The costs associated with the preparation of the publication of such a version shall be borne by the publisher through State resources. In the event of regular contact between the publisher and the Ministry, this requirement may be replaced by a one-off declaration.
  4. If the textbook is part of a comprehensive series of textbooks, the publisher presents a description of the concept of a comprehensive series of textbooks with annotations (content) of individual parts of a comprehensive series of textbooks in order to assess compliance with all the characteristics of a comprehensive series of textbooks.
  5. Data and texts are provided by the publishing house in three copies (for reviewers).

What is the benefit of this service

  1. The benefit is obtaining an approval clause. If you are a publisher, publisher, or author of a textbook or textbook after an approval clause has been granted, you are very likely to expand the demand for them.
  2. At the same time, the approval clause constitutes a form of recommendation and advertising, as the product labelled by it indicates that the textbook or textbook has been approved as suitable for teaching by the authority of the Ministry.
