If, as a non-European foreign higher education institution in the Czech Republic, you want to provide foreign higher education, you must apply to the Ministry of Education, Youth and Sports for a domestic permit before starting educational activities. As a non-European foreign provider, you are not entitled to carry out foreign higher education in the Czech Republic without granting a domestic permit. The Ministry of Education, Youth and Sports decides on the application in cooperation with the National Accreditation Office, within 150 days from the submission of the application. The application is charged an administrative fee of 100,000 CZK.

You are obliged to apply for a domestic permit if you are a foreign university located outside the EU or EEC and you intend to provide non-European foreign education of the academic type in the Czech Republic.

What you need if you are using this service
Application must content:
1) Information about the fact that applicant intends to provide a foreign education in the Czech Republic.
2) Identification of the place, where applicant intends to provide a foreign education in the Czech Republic.
3) Information about foreign education, mainly about the content of the higher education study programme, employability of graduates, organization of the studies, granting either academic or another degree, the scope of studies, as well as student´s rights and obligations.
4) Information about statutory bodies of the applicant.
Application must further content:
1) Documents providing the establishment and functions of the particular foreign higher education institution in the country of origin.
2) Documents for accreditation or another forms of recognition of the foreign education.
Where and how to solve this service
You can submit the application and its attachments in person, using the mail or electronically via data box or e-mail. The competent authority is the Ministry of Education, Youth and Sports, the data box ID is vidaawt. The application can also be submitted by e-mail with a guaranteed e-mail. signature: posta@msmt.cz. What is the benefit of this service
If you obtain a domestic permit, you can, as an authorized non-European foreign provider, carry out foreign higher education in the Czech Republic.
Appeal options
If the decision on the application is negative, ie the decision to grant a domestic permit has not been granted to you, you have the opportunity to file an appeal. The submission criteria are according to the Administrative Procedure Code and the dissolution can be submitted within 15 days from the delivery of the application to the address:

If you provide a non-European foreign university education without a domestic permit, you risk a fine in misdemeanor proceedings of up to CZK 2,000,000.
