Complaining to the municipal authority (city district / borough authority) about organisational or technical aspects of municipal council elections

If you are dissatisfied with the election process in your electoral district or the conduct of the municipal authority (city district / borough authority) or members of the district electoral commission when exercising your right to vote, you have the right to file a complaint with the relevant municipal authority (city district / borough authority)

You may file a complaint if you have not received your ballot forms, you have been unlawfully prevented from voting at a polling station, if there are no specimen ballot forms at the polling station, etc.

You are a voter and you are dissatisfied with the election process in your electoral district.

When to use this service

You may file a complaint at any time; however, you are advised to file it as possible so that, where appropriate, it can be redressed in a timely manner.

What you need if you are using this service

In your complaint, please state:

  • your first name and surname,
  • your date of birth,
  • your permanent residential address (for citizens of another EU Member State, your temporary address),
  • the reason for your complaint, and
  • how you want your complaint to be resolved.

Where and how to solve this service

You may file a complaint orally, in writing or by telephone.

File your complaint with the municipal authority (city district / borough authority) in whose district you believe there are improper election procedures.

A complaint is a means of protecting your rights and seeking redress.

Appeal options

If you are subsequently dissatisfied with how the municipal authority has dealt with your complaint, you may file a complaint with the regional authority.

If you are subsequently dissatisfied with how the city district / borough authority has dealt with your complaint, you must first file a complaint with the relevant municipality under which the city district / borough authority falls, and only then, if you are dissatisfied with how that municipality has dealt with your complaint, you may file a complaint with the regional authority.
