Authorisation of an individual training plan

Main information

An individual curriculum may be permitted at primary school, secondary school and higher vocational school.

An application for an individual curriculum is submitted by the pupil or student if the pupil is a minor and the application is submitted by his/her legal representative. Each individual educational plan is set up according to the needs of a particular pupil or student, so it is generally not defined in more detail.

It is authorised in three areas:

  1. A school counselling facility (pedagogical-psychological counselling centre or a special pedagogical centre) may issue a recommendation on an individual educational plan as a support measure pursuant to Section 16(2)(f) of the Schools Act; The IVP is then compulsorily processed by the school pursuant to Sections 3 and 4 of Decree No. 27/2016 Coll., on the Education of Pupils with Special Educational Needs and Talented Pupils, as amended, in accordance with this Recommendation.  Such a recommendation is a binding document for the school to ensure the pupil's special educational needs, based on the school educational program and is part of the pupil's documentation in the school registry. In this case, the IVP is listed as a support measure in the Pupil’s Recommendation for Education – Annex 5 to the Decree.
  2. The individual educational plan as a support measure must be distinguished from the individual educational plan under Section 18 of the Schools Act, on the basis of which education under the individual educational plan may be authorised by the headmaster of the school with a written recommendation from the school counselling facility to a pupil with special educational needs or extraordinary talent – but this is not a mandatory support measure in this case. According to Section 18 of the Schools Act, the IVP is not binding on the school in such a way that the headmaster of the school would always have to comply with this recommendation.
  3. In a secondary school or higher vocational school, an individual educational plan may also be authorised for other serious reasons not specified in the Education Act, and the assessment of the seriousness of the reasons is left to the assessment of the headmaster.
  4. The headmaster must authorise an individual educational plan for a secondary school pupil (or a student of a higher vocational school) on the basis of a confirmation that the pupil (student) is a sports representative of the Czech Republic of a sports organisation representing this sports sector in the Czech Republic.

This applies to you if

  1. You are a pupil or student with special educational needs, i.e. you are a pupil or student with mental, physical, visual, hearing impairments, severe speech impairments, severe developmental behavioural disorders, severe developmental learning disorders, concurrent disability with multiple impairments or autism spectrum disorders that entitle your education according to an individual educational plan based on the recommendation of a school counselling facility.
  2. You are an extraordinarily gifted pupil or student and for this reason you are applying for an individual educational plan based on the recommendations of a school counseling facility.
  3. You are a student of a secondary or higher vocational school and represent the Czech Republic in sport.
  4. You are a pupil of a secondary or higher vocational school and you have other serious reasons for authorising an individual educational plan, the severity of which will be assessed by the headmaster of the school.

Appeal options

If the headmaster rejects the application for an individual educational plan, it is possible to file an appeal with the regional authority or the City of Prague competent according to the seat of the school.

The appeal is filed through the headmaster of the school.

Does the school principal have to comply with a request for an individual curriculum?

The headmaster must comply with the application only if the individual educational plan is recommended to you as a support measure by the school counselling facility pursuant to Section 16 of the Schools Act and, in the case of a pupil and student of a secondary or higher vocational school, if you are a sports representative of the Czech Republic and you provide proof of this fact issued by a sports organisation representing the relevant sports sector.
