Application for transfer of a pupil to a special elementary school educational program

Main information

In a special elementary school, pupils can be educated:

  • moderately and severely mentally disabled,
  • multiple defects with concurrent disability; and
  • with autism,

 at the request of the legal representative and on the basis of a written recommendation from a special education centre, which will assess the pupil’s special educational needs.

The Pedagogical Centre may invite the legal representative to provide supporting documents relevant to the assessment of the pupil’s special educational needs . It is based on:

  • the nature of the pupil’s difficulties affecting his or her education,
  • special pedagogical and, where appropriate, psychological diagnostics in order to assess the pupil's special educational needs,
  • information on the pupil's educational history at school, in particular the information given in the school register,
  • data on the pupil's previous cooperation with a special pedagogical centre,
  • information provided by the pupil or the pupil's legal representative;
  • the conditions of the school in which the pupil is or will be educated.
When assessing a pupil's special educational needs, the Pedagogical Centre takes into account the pupil's current state of health.

The recommendation of the Specialised Pedagogical Centre shall be valid for the period specified therein, up to a maximum of 2 years, with a validity period of up to 4 years in justified cases .

A necessary part of transferring a pupil to a special primary school education programme is the written informed consent of the legal representative or adult pupil .  

Before obtaining written consent, the school is obliged to inform the adult pupil or the pupil's legal representative about the differences in educational programmes and expected educational outcomes and the impact of the transfer on the pupil's further education and career opportunities.

The informed consent of the adult pupil or the pupil’s legal representative to transfer the pupil to the special primary school educational programme shall contain a written copy of the instruction with the information referred to in the previous sentence and the signature of the adult pupil or the pupil’s legal representative confirming that he or she understood that information.

  2. You sought the help of a special education center that recommended special education in elementary school.

When to use this service

After receiving the written recommendation of the Special Education Centre, from which it follows that the education of the pupil according to the special education programme of the primary school corresponds to his/her educational needs.

What you need if you are using this service

The application form is not specified. In addition to the name, surname of the pupil and his/her legal representatives, date of birth of the pupil and permanent residence, the application shall, as a rule, state the reasons for submitting the application.

The condition for transferring a pupil to a special primary school educational program is the informed (written) consent of the pupil's (all) legal representatives to the transfer of the pupil, accompanied by an explanation:

  • differences in educational programmes on the part of the school (as a rule, in the form of a personal interview or, where appropriate, written information),
  • organisational changes that may occur in connection with the transfer to another training programme; and
  • on the impact of the transfer on the pupil’s further education and career opportunities.
The application shall be accompanied by a written recommendation from a special education centre.

As a legal representative, you apply to the headmaster of a special primary school, in which the pupil will then complete compulsory schooling.

An application for transfer of a pupil to a special primary school education programme may be submitted by e-mail or by data box .

Furthermore, the service is usually dealt with in person, because the condition for transferring the pupil to a special primary school educational programme is the informed (written) consent of (all) the pupil's legal representatives to the transfer of the pupil, accompanied by an explanation of:

  • differences in educational programmes on the part of the school (as a rule, in the form of a personal interview or, where appropriate, written information),

A special pedagogical centre can also be set up directly at a special primary school.

The application is submitted by the legal representative to the headmaster of a special primary school, in which the pupil will then complete compulsory schooling.
