Children in the last year before compulsory school attendance begins, who are likely to be able to compensate for their development by being placed in a preparatory class, particularly children who have been granted a deferment of compulsory school attendance, may be educated in a preparatory class.
The decision to enrol a child in a preparatory class of primary school is made by the school principal at the request of the child's legal guardian and on the basis of a written recommendation from the school counselling centre, which is attached to the request by the legal guardian.

The school counselling centre has recommended that your child be educated in a preparatory class in primary school because they have been granted a deferment of compulsory school attendance, or because it expects that education in a preparatory class will balance their development and help them make the transition to compulsory school attendance.
When to use this service
In the last year before the start of compulsory school attendance, i.e. until 31 August of the year preceding the child's compulsory school attendance, or until the preparatory class is full.

What you need if you are using this service
You must submit the application to enrol in a preparatory class in primary school. No central form is defined, sometimes schools have their own forms on their websites.
Necessary information that the application must contain is the name and surname of the child and the legal guardian, the child’s date, their nationality if they are a foreigner, the place of permanent residence (for foreigners, the place of residence), contact details (telephone, e-mail, possibly data mailbox ID), the address of the last attended kindergarten, the date of submission of the application and the signature of the legal guardian. The school may also request other information, such as information about deferment of compulsory school attendance.
The application must be accompanied by a recommendation from the school counselling centre.
A recommendation from the school counselling centre for enrolment of the child in the preparatory class of primary school is a condition.

The enrolment of a child in a preparatory class can be dealt with at the nearest educational-psychological counselling centre.
The application is submitted by the legal guardian to the principal of the primary school where the child will eventually fulfil compulsory school attendance, typically a primary school established by a municipality or association of municipalities with its seat in the school district where the pupil has their place of permanent residence, or in the case of a foreigner, the pupil's place of residence (catchment school), unless the legal guardian chooses a school other than the catchment school for the pupil.

Appeal options
Appeals against the decision of the principal are decided by the competent regional authority or Prague City Hall, depending on the location of the school. The appeal shall be submitted through the school principal.
