A mobility allowance is a repeat entitlement benefit paid to persons with disabilities to compensate them for the costs of securing the necessary transport. The benefit is payable to persons with a disability who hold a disability pass with the designation ZTP (extremely disabled) or ZTP/P (extremely disabled with the need for a guide) and who incur costs in connection with the necessary transport for a given calendar month.
This applies to you if
You are a citizen with a disability (mobility or orientation) who is transported somewhere, or pays to be transported, repeatedly within a calendar month.
Persons aged over one year old are entitled to the mobility allowance:
- if they are entitled to a disability pass bearing the designation ZTP (extremely disabled) or ZTP/P (extremely disabled with the need for a guide), granted in accordance with the rules in force from 1 January 2014,
- if they are transported somewhere, or pay to be transported, repeatedly within the calendar month,
- if they are not provided with residential social services under the Social Services Act in a home for the disabled, in a home for the elderly, in a home under a special regime or in an institutional healthcare facility,
- if they meet the other conditions laid down by law.

Service settlement
What you need if you are using this service
To submit a mobility allowance application in person you need to fill out the Mobility allowance application form. For identification purposes, you need to show an identity card, a birth certificate for children under 15 and a court ruling on the appointment of a legal guardian (to be submitted if the person possesses such a ruling).
Please include the following with your application:
- for all applicants and their representatives: their identity card, for children under 15: their birth certificate Applicants are the persons mentioned in the form under Part A, ‘Applicant’, their representatives being the persons mentioned in the form under Part B, ‘Representatives of the applicant’,
- if the proof of identity does not give the birth name, please provide the birth certificate.

What is the benefit of this service
A mobility allowance is a repeat benefit intended for a person with a disability who is transported somewhere or pays to be transported repeatedly within a calendar month.
Appeal options
If you are not satisfied with the outcome of a benefit procedure, you may submit an appeal against the ‘Decision’ within 15 days of receiving that decision. You can lodge appeals at the regional branch of the Czech Labour Office that decided on the benefit. The Ministry of Labour and Social Affairs will then decide on the appeal.
